Design and Deployment of Government API Gateway and Digital Government Portal

The Ministry of Communications and Technology of the Federal Republic of Somalia invites consulting firms to express interest for designing, deploying, and operationalizing a Government API Gateway, Single Sign-On (SSO), and National Digital Government Portal. The project is part of the Eastern Africa Regional Digital Integration Project funded by the World Bank, based in Mogadishu. The submission deadline is October 29, 2026. Selection follows the Quality and Cost-Based Selection (QCBS) method. Firms must demonstrate at least eight years of relevant experience in software development and digital government platforms.
